PURPOSE OF POSITION:
The Evidence & Learning M&E Team has over 10 staff spread across 6 countries on four continents. These staff members require Global Centre administrative and project management support. This position will provide intensive support to
the Senior Director, M&E - Evidence & Learning including management of the Senior Director’s correspondence, schedule and logistical concerns, team work plan and reports.
The administrative specialist will be the single administrative point of contact for all the M&E Team members and is responsible to: engage with team members specific administrative questions, issues or problems, support them directly in tasks that can best be performed centrally, and provide clear guidance, in the form of brief ‘how-to’ guides and ‘help-desk’ style support, on tasks that can best be performed by individual staff members.
KEY RESPONSIBILITIES:
Manage e-mail and schedule for Senior Director, M&E:
·        Review and categorise e-mail involving high-level internal and external contacts and exposure to sensitive information, necessitating considerable use of tact, diplomacy, discretion and judgment.
·        Compose letters, reports and memos, including responding to routine mail using appropriate content and format. Compile, format, produce, sort and/or distribute mail/reports in an accurate and timely way.
·        Maintain calendar and assist in scheduling and coordinating meetings.
·        Maintain E&L M&E team calendar(s).
·        Manage team work plan, budget and follow up for timely completion.
·        Prepare contracts, MOU.
Administrative support to portfolio of M&E Team members:
·        Respond to specific administrative questions, issues or problems of global portfolio of assigned staff.
·        Available to assigned staff members by e-mail and phone during agreed upon hours.
·        Respond to administrative questions/issues with solution, plan or escalation to Finance and Support Manager, within 24 hours.
·        Classify administrative task requests as ‘central’ or ‘individual’ according to E&L administrative strategy and provide appropriate support (see below).
·        Central Tasks: Perform complex and diverse administrative central tasks as described in the Sustainable Health administrative plan.
·        Process payments for consultants, vendors and purchases, as well as creating Pre-Approvals.
·        Perform key projects using initiative and judgment and/or coordinate assigned projects (including issues such as hiring, onboarding and orientation of staff).
·        Others as defined by the Senior Director M&E.
·        Individual Tasks: Provide clear guidance, in the form of brief knowledge guides and ‘help-desk’ style support – from central group knowledge base - on tasks that can best be performed by individual staff members.
·        Use initiative and judgment to connect assigned staff with resources to help them quickly and efficiently perform tasks.
·        Identify and report gaps in central group administrative knowledge base and processes and work collaboratively with team members to develop solutions and knowledge guides to fill those gaps.
Timekeeping:
·        Use P&C forms and systems to track vacation and sick balances of assigned staff.
Consultant contract & invoice processing:
·        Complete approved boilerplate contracts and amendments, process for signature, process payments ensuring proper coding, and track payments in accordance with contract terms.
Meeting Support - in person and virtual:
·        Coordinate virtual and face-to-face meetings for global staff, accommodating multiple time zones.
KNOWLEDGE, SKILLS & ABILITIES:
·        BA degree in administration, human resources, public health, social science or other related fields preferred.
·        Excellent communication and interpersonal skills; strong customer service skills and proven flexibility to work well with others with diverse personal styles.
·        Excellent personal task and time management skills.
·        3-5 years of administrative experience.
·        Normal office software experience, e.g., Microsoft Word, PowerPoint, Excel, e-mail, web.

PURPOSE OF POSITION:
To support the National Director in ensuring that effective security measures for the National Office programs are both appropriately planned for and addressed within the national context. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.
Major Responsibilities:
Strategy & Planning:
Implement the National Office security strategy in alignment with WV security policy so as to ensure the operational priorities of the National Office are appropriately supported.
After being guided by experienced WV Security experts, ensure Security Risk Assessments, Country Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training
Provide technical leadership/matrix management of the security focal points in country.
Security Operations:
Work with the National Director to carry out Security Risk Assessments as required/directed.
After being guided by experienced WV Security experts, ensure Country Risk Ratings are established and updated as required

Capacity Building and Technical Training:
Coordinate the assessment, development and implementation of the national office capacity building plan for security management based on local security risk assessments.
Seek to develop a culture of security awareness and monitor staff compliance.
Reporting and Documentation:
Provide a regular security report to the National Office, region and office of corporate security.
Ensure that all security incidents are reported in accordance with WV Security Policy.
Collect, analyze and disseminate security information appropriately.
Qualifications:
Bachelor’s degree or equivalent experience.
Police/Law Enforcement Training
Experience:
Confirmed employment of the security officer is contingent on him/her passing the HEAT training course within 90 days of employment (probation period).
At least three (3) years experience in a proven security field (public, private, and government or NGO sectors). Choose appropriate: Operational, Strategic / Managerial

PURPOSE OF POSITION:
Provide day to day implementation of the Millers Pride Lishe Bora Project, build and maintain relationship with Medium-scale Millers in Dar Es Salaam area to fortify maize flour with essential micronutrients. The position will provide guidance in identifying Medium-scale Millers, working with them to build business acumen, improve food safety, hygiene and improving quality, improve potential profits and markets for the millers through developing the proposed Tanzania Millers Association.
Roles and Responsibilities:
1) Project Implementation:
·        Develop detailed execution plan(s) to support implementation of Miller’s pride-lishe bora Project to achieve its goals and objectives.
·        Mobilize Medium Millers in Manzese and Tandale to establish millers’ associations and ensure they are well organized to improve quality of maize flour, enhance their business competitive advantage and build capacity to access financial capital and technology need scale up operations.
·        Develop positive relationships with millers and association leaders to improve medium millers’ capacity to fortify and quality of maize-flour produced and strengthen their supply chain for raw materials and market penetration of their products.
·        Develop engagement plan/calendar with Maize-flour millers and association leaders to ensure millers in Manzese and Tandale are fortifying and marketing fortified and quality maize-flour.
·        Engagement and follow up on Miller’s Pride-Lishe Bora millers and association leaders.
2) Strengthening Millers Capacity:
·        Coordinate training for millers and millers’ associations in financial Management and entrepreneurship, saving and loan management.
·        Prepare and support training logistics, miller’s attendance and follow up on training to make sure that that best practices learned are implemented by millers.
·        Assist millers to identify gaps and opportunities that will enable them advocate their concerns in production, fortification and marketing.
3) Linkage with Government Agencies:
·        Maintain and support relationship with key Institutions for development of strong, strategic partnerships, coalitions and networks that promote fortification initiative.
·        Assist millers to identify gaps and translate solutions related with Tanzania Food and Drug Authority to ensure quality assurance and control and supervision of Medium millers and support is given to Local Government Authority (LGA) conduct regular food inspections.
·        Assist and support TFDA and the TFNC on training logistics to millers on fortification standards and supervise implementation of maize-flour fortification by millers in Manzese and Tandale to ensure they comply with fortification and quality standards.
·        Maintain and support relationship with private sector champions in and around the medium and small millers’ food fortification agenda.
·        Maintain and support relationship with partners and other stakeholders involved in millers’ pride –Lishe Bora.
·        Support for an enabling environment to assist the implementation of maize fortification by medium scale millers.
·        Assist medium scale millers to identify opportunities that advocate Favorable Business Policy environment.
·        Assist in the logistics and preparations of national seminars and consultations, that garners political and policy commitment to support medium millers’ maize-flour fortification agenda.
·        Develop execution plans that support communication strategy and plan to increasing awareness of fortified Pure “Sembe” in order to create demand in the target population.

Commodities Officer
JOB DESCRIPTION
Purpose of the position:
To provide technical support and manage the food assistance project towards successful operation of the commodities (Food and Non food items) as per Food Programming and Management Group (FPMG) procedures and donor requirements and standards.

Roles and responsibilities:
Installation and maintenance of World Vision’s standards in food aid management
·        Install the World Vision food aid system in the refugee program.
·        Install the warehouse management system according to World Vision standards.
·        Accountable for proper and safe storage of food and non-food commodities. Make frequent visit to the warehouse and verify book balance with physical stock balance of sound damaged and reconstituted food commodities time to time.
·        At the end of every month arrange for necessary staff to conduct physical inventory count. All stocks must be physically counted every month by assigned staff by using the World Vision physical inventory worksheet.
·        Conduct periodic review of warehouse ledgers, waybills, stack cards, and physical inventory worksheets. Always ensure all documents/ledgers reviewed have been countersigned.
·        Provide adequate training to the warehouse staff and distribution staff, also ensuring that materials and equipment required in the warehouse defined in the World Vision manual are available in adequate quantity.
·        Ensure warehouse supervisor installs warehouse filing system as defined in the manual and maintain a Loss register and also a shipment register. Ensure that a shipment file is opened for every shipment.
·        Ensure CTS system is installed and reports are produced as per standards and for Child wellbeing reports.
·        Review and revise Job descriptions as and when required for the staff supervised by you and work with staff to develop Annual Performance agreements with clear and measurable deliverables.
Supervision and Management of food distribution
·        Ensure that the center supervisor supervise all the commodities distribution and monitors by giving them bi weekly program of food distribution.
·        Review the monthly distribution plans and the food list,
·        Ensure that centre supervisor, Commodities distribution monitors are adequately trained and center visit reports are filed for each distribution.
·        Ensure that Centre supervisor collects and file all used food list provided by UNHCR, which have been marked as collected and ration cards punched.
·        Ensure that the warehouse supervisor, supervise their staff so that timely and accurate loading and un loading of trucks based on the distribution and loading plan is done effectively
·        Ensure the centre supervisor supervise the system of returning back undistributed food to the warehouse by using return waybill and documenting this transaction in a proper manner
·        Coordinate with WFP and attend bi weekly food coordination meetings.
·        Collaborate with AME O to supervise distribution every cycle, produce a report and file .This report must be submitted to the Team Leader at the National Office and FPMG.
Preparation and submission of the monthly reports
·        Work with CTS Coordinator to prepare the monthly commodity reports – CSRs, RSRs, and LSRs. These reports must be complete, accurate, and submitted in a timely manner to National office and FPMG.
·        Facilitate the AFAIRO to ensure CTS data entry by ensuring that staff are adequately trained and supervised.
·        Maintain a monthly record of when reports are completed and submitted to National Office.
·        Facilitate AFAIRO to ensure monthly CTS, narrative quarterly and annual reports are submitted to the FAIRO for review and uploading to the FGDB timely.
Coordination and networking and liaise with donors and other food program agencies.
·        Participate in senior management activities including meetings, training activities, and others.
·        Represent World Vision to local government officials and partner representatives.
·        Meet regularly with counter-parts, to coordinate efforts, obtain updates and/or resolve issues.
·        Produce required management and progress reports.
·        Prepare reports for donors, International Office and Support Offices.
·        Report all incidences that would affect program accomplishments.
·        Financial Management.
·        Prepare and manage a food logistics budget based on tonnage.
·        Prepare budget for upcoming programs.
·        Proper management of the approved budget.
Human Resource Management and Performance Management
·        Engage in the identification and recruitment of food assistance staff.
·        Ensure proper training and develop capacity building for commodity staff.
·        Ensure all staff is trained in reporting and documentation.
·        Perform regular performance review based on performance agreements and IOP.
·        Motivate staff for excellent work.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required: Degree in Economic Development, social work, business or accounts, Human nutrition, agriculture.
Experience: 3 years of food and non-food commodities management in emergency sector. Warehouse management, Food distribution, accounting and reporting.3 years of experience in managing and leading a team of 4 or more staff. Field surveillance in food aid projects
Preferred: Experience in USAID, UNWFP, UKDFID or any other donors food commodity management, emergency response, services and management.
Technical Skills & Abilities:
·        Excellent Computer skill
·        Online or digital tracking system for accounting and reporting in advantage.
·        Demonstrated ability in supervision and team work
·        Experience in working with donor funds
·        Representing organization in meetings and food aid forums
·        Working knowledge of food and non-food commodity management, emergency procurement services and accounting and reconciling, preparing food distribution plans etc.
·        Good planning and organizational skills
·        Ability to maintain effective working relationships with all levels of staff and donors
Other Competencies/Attributes:
·        Must be a committed Christian, able to stand above denominational diversities.
·        Perform other duties as required.
Working Environment / Conditions:
·        Work environment: Office-based with travel to the field
·        Travel: 10% Domestic/international travel is required.
·        On call 20%

JOB DESCRIPTION
Purpose of Position
This purpose of the position is to assist in operationalizing of food assistance Accountability and M&E within the allocated project and district. This position has been designed to facilitate and to support in feedback and complaints systems; The Assistant Accountability, M&E officer’s position will assist in the food assistance and non-food programs specifically in implementing key indicators, the A, M&E plan and other documentation needs. Involvement in documenting and reporting in effectiveness, efficiency and impact on livelihoods of food and non-food assistance programs.
The holder of the position should communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that is an example to others.
Roles and responsibilities:
Monitoring and Evaluation
·        Prepare and implement the monitoring framework; indicators and systems for monitoring and surveillance as agreed through consultation and guidance by the AM&E Officer according to LEAP.
·        Assist the A,M&E officer in capacity building for implementation of the monitoring systems;
·        Be part of the M&E team and provide adequate support for in-country baseline data collection, mid-term and final evaluations, in close collaboration with AM&E partners, as well as with other external partners.
·        Implement monitoring systems to track project performance, indicators tracking, evidence based success stories and changes in food and nutritional status according to set international humanitarian standards.
·        Assist in the Sentinel Site Surveillance systems in coordination with the AM&E officers and managers, while collaborating with other partners such as WFP and other UN and other partners associated in the project/program to ensure non-duplication of efforts and efficient resources utilization.
·        Represent AMEO as and when there is need and invited in the institutional learning initiatives, and assist with technical support and coordination in ensuring establishment of efficient information systems leading to the achievement of lessons learnt and their timely information sharing.
·        Responsible for monitoring and evaluation activities via training/ capacity building activities.
·        Assist AMEO in organizing technical trainings including sampling, questionnaire design, participatory techniques for data collection, analysis of data and reporting.
Accountability
·        Responsible in following up in planning, monitoring, implementation and supporting others in the project/program.
·        Responsible to check with communities how they would like to receive information, including format, timing, location, language etc.
·        Implement and support project staff to implement information provision guidelines and project level information provision strategy. This includes setting up notice boards, printing documents to include on notice boards, showing staff how to use notice boards etc.
·        Assist in developing project level information provision strategy. Work together with District Coordinator to ensure all stakeholders are sufficiently informed according to the information provision guidelines.
·        Responsible to implement and report of feedback and complaints mechanisms across projects and programs in the district. This includes: Ensure adherence of the district to adherence to Feedback and Complaints Policy and Procedures, Help Desk Guidelines, Suggestion Box Guidelines etc. Including confidentiality, timely and appropriate response.
·        Ensure complaints received through all mechanisms together with the center supervisor and other implementing partners. Develop a plan of action. Responsible for ensuring the action is carried through on time, according to the guidelines.
·        Document all district project level complaints and responses centrally and as directed. Where a database is available, manage documentation of all district complaints in the database.
·        Engage the community in an appropriate and respectful manner, never raising false expectations.
·        formally consult with beneficiaries, non-beneficiaries’, Government, other agencies to receive feedback on our programs, commitments and staff conduct.
·        Prepare need base staff capacities and preferences of the communities which we work. Work with project/program staff to improve the ways in which World Vision engages the community based on findings of community need and preferences.
·        Assist center supervisor and AMEO in building capacity of project staff to engage with communities.
·        Raise and address any issues discovered during consultations. Raise sensitive issues/incidents immediately to the A, M&E Officer.
·        Compile and submit quality reports to A, M&E Officer as directed. Ensure that all reports are highly accurate, comprehensive, well documented and will guarantee the credibility of the program;
Report writing and information sharing, Capacity building, interpersonal relations and donor liaison etc.
·        Prepare and submit weekly, monthly and annual work plans
·        Developing capacity building plans for the department.
·        Implement the approved work plans
·        Prepare and submit monitoring and evaluation reports.
·        Assist in Identifying capacity building needs and gaps, Develop capacity building plans
·        Work together with AMEO and other supervisors in the field to improve project quality indicators and to regularly evaluate progress and impacts as per agreed objectives.
·        Coordinate and facilitate monthly working group sessions with different sectors and NGOs.
·        Participate in the institutional learning initiatives, providing technical leadership and coordination in ensuring establishment of efficient information systems.
·        Assist in organizing technical trainings including sampling, questionnaire design, participatory techniques for data collection, analysis of data and reporting.
·        Attend working group meetings and district monitoring visits.
·        Assist in building capacity on LEAP, Do no Harm
·        Prepare monthly, quarterly and annual trend analysis with narrative for AMEO and Management
·        Prepare progress reports of Programme & findings from monthly monitoring evaluations, monitoring reports and surveys
·        Assist in developing strategies on AM&E function at program and national level.
Other Roles
·        Represent the national office in Food Assistance forums as advised by NO management.
·        Perform any other duties as required by Team Leader or his/her designee.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
·        Minimum Qualification required: University Degree in M&E, sociology, political science, business administration or international development from a recognized University.
Experience:
·        Knowledge of relational Database Management Systems- Exposure to MySQL Query highly desirable, including use of Database Management Tools (Such as MySQL Query Browser and Administrator). MS Access, SPSS.
·        At least 2 years’ experience in working with International NGOs with relevant community focus
·        Demonstrated ability to work effectively with beneficiary communities, Government and other stakeholders at the district level.
·        Experience in monthly, quarterly, end of project evaluation, conducing learning events, project design, proposal writing (log frame, ITT, M&E plan etc.
·        Experience in training and community consultation highly desired.
·        Experience in facilitating focus group discussions with local communities and reporting.
·        Commitment to and understanding of international humanitarian standards, especially the Red Cross and Red Crescent Code of Conduct, Sphere, and the Humanitarian Accountability Partnership (HAP) Standard;
·        Ability to work in a cross-cultural context with people of various backgrounds;
·        Willingness to participate in chapel and group devotions; and Commitment to WV Core Values and Mission Statement.
Preferred:
Experience in USAID, UNWFP, UKDFID or any other donors food commodities and financial resources online M&E and reporting.
